RTDA in collaboration with TradeMark Africa conducts maritime safety awareness campaign for vessel masters on Lake Kivu

RTDA in partnership with TradeMark Africa organized and conducted a three-day maritime safety awareness campaign from 27th to 29th June, 2025 in Rusizi and at Rubavu port, under the theme “Maritime Safety Awareness Campaigns for Vessel Masters at Lake Kivu.”

Over 100 vessel masters attended the training, gaining valuable insights into maritime safety regulations and best practices. Among them, 5 were females, demonstrating growing inclusion in inland water transport operations. The campaign brought together key stakeholders in Rwanda’s inland water transport sector, including representatives from Rwanda Transport Development Agency (RTDA), TradeMark Africa and local government institutions. 

Among the attendees were members of the Waterborne Brigade of the Rwanda Defense Force (RDF) and the Rwanda National Police (RNP)/Marine Unit, which are key stakeholders in maintaining law and order on Lake Kivu. Their presence underscores the collaborative efforts between the authorities and industry stakeholders to ensure the security of water transport on Lake Kivu. 

This campaign aimed at enhancing personal safety awareness and social responsibility among boat operators, promote safe practices in vessel operations, introduce and explain basic port usage procedures, educate on the buoyage system and collision regulations, build practical skills in basic firefighting, mooring and anchoring, and use of lifesaving appliances.

The campaign was officiated by Mayors of Rusizi and Rubavu districts. Both leaders expressed their gratitude to the organizers and reiterated the local government’s commitment to supporting the development of water transport in the region. They recognized the significant role that safe and efficient water transport plays in boosting the economy and facilitating trade, tourism, and transportation in Rubavu District.

The development of water transport is key to the economic and social growth of Rubavu District. We are grateful for initiatives like this training, which will improve safety standards and contribute to a stronger, more reliable water transport network,” said Mayor MULINDWA.

The 3-day maritime safety awareness campaign successfully covered the following essential areas: Personal safety & social responsibility on water, correct usage of port infrastructure and public maritime assets, introduction to the IALA buoyage system (Region A), basic firefighting and onboard emergency response, mooring and anchoring techniques for small vessels, Life Saving Appliances (LSA): identification, use, and maintenance, Basic Collision Regulations (COLREGs): lights, shapes, and right of way.

Marine Captain Frank NTAMBARA, representing Trademark Africa, emphasized the importance of such initiatives in enhancing the safety standards of waterborne transport.

Eng. NDIZEYE Jean Marie, representing RTDA, also highlighted the strategic importance of maintaining a high level of competence among vessel masters to prevent accidents and ensure the safe operation of vessels on Lake Kivu. The initiative aligns with ongoing efforts to improve infrastructure and services related to maritime transport in Rwanda.

This maritime safety awareness campaign marks an important step in Rwanda’s ongoing efforts to enhance the professionalism and safety of inland water transport, ensuring that Lake Kivu remains a safe and efficient route for both commercial and passenger vessels.

The success of this initiative not only highlights the importance of collaboration between governmental agencies, security forces, and private sector partners but also serves as a model for future training programs aimed at enhancing safety and professionalism in Rwanda’s growing water transport sector.
