Compliance and Safeguard Project

The Safeguards and Compliance Program was introduced in 2021 following the observed need in compliance of strengthening the environmental and social requirement and as well enhancing the Occupation Health and Safety at construction sites.

Background

The Safeguards and Compliance Program was introduced in 2021 following the observed need in compliance of strengthening the environmental and social requirement and as well enhancing the Occupation Health and Safety at construction sites.

Considering that RTDA PIU implement different Donor’s funded project that require social and environmental expertise capacity from the start of the project preparation with the need on the preparation of the Environmental and Social Impact assessment, Resettlement Action Plan and other documents depending on donors’ request or need, the Program was established with the aim of enhancing safeguards compliance for different projects implemented in RTDA.

Objectives:

Ensure effective implementation of safeguard policies on social and environmental aspects, involuntary resettlement and Occupation Health and Safety on RTDA Projects.

Responsibilities

  • Lead and coordinate the planning and development of SPIU’s safeguards policies on social and environmental aspects, involuntary resettlement and /or local people,
  • Lead and provide operational coordination and specific inputs to development partners funded projects to ensure compliance with safeguards policies during project preparation and implementation,
  • Contribute to the evaluation, improvement and dissemination of DP’s safeguards policies,
  • Lead and coordinate SPIU Safeguard team’s efforts in providing advice building capacity and advancing the development of safeguards policies within RTDA,
  • Ensure that appropriate resources and capacity are deployed to effectively cover the safeguards policies of projects in preparation and implementation within SPIU,
  • Take charge of public information and disclosure initiatives, 
  • Lead the monitoring of safeguards policy compliance of Donor funded projects during implementation,
  • Lead, identify, assess and monitor overall capacity building needs on safeguards within SPIU and among clients,
  • Lead and work with safeguards within the SPIU to develop projects and or programs with specific safeguards or environmental focus,
  • Contribute significantly to activities for advocacy, dissemination and knowledge building relating to different development partners safeguards policies,
  • Responsible for the overall preparation and implementation of all environmental and social safeguards tools on all RTDA Projects, these tools include but not limited to:
  • Stakeholder Engagement Plan (SEP)
  • Resettlement Policy Framework (RPF)
  • Environmental and Social Management Framework (ESMF)
  • Environmental and Social Management Plan (ESMP)
  • Environmental and Social Impact Assessment (ESIA)
  • Resettlement Action Plan (RAP)
  • Gender Assessment Plan (GAP) among others
