Objectives

1. Developing short-term and long-term plans for road maintenance projects based on assessments of current conditions, traffic volumes, and budgetary constraints;
2. Allocating funds for maintenance projects, ensuring cost-effectiveness, and managing financial resources efficiently;
3. Implementing systems to monitor the condition of roads, bridges, and related infrastructure, and using this data to prioritize maintenance activities;
4. Overseeing the planning, execution, and monitoring of maintenance projects, including scheduling work, managing contractors, and ensuring compliance with regulations and standards;
5. Organizing maintenance activities such as pothole repair, road surface treatment, pavement marking, embankment protection, crush barrier installation and signage to ensure the safety and usability of roads;
6. Developing procedures for responding to emergencies such as natural disasters, accidents, or infrastructure failures, and coordinating resources to address urgent maintenance needs;
7. Implementing quality control measures to ensure that maintenance work meets established standards and specifications, and conducting regular inspections to assess the effectiveness of maintenance activities;
8. Collaborating with government agencies, local authorities, community groups, and other stakeholders to gather input, address concerns, and coordinate maintenance efforts with other infrastructure projects or development plans;
9. Ensuring that maintenance activities comply with environmental regulations and safety standards, and implementing measures to minimize environmental impact and enhance work safety;
10. Collecting and analyzing data on road conditions, maintenance activities, and performance indicators to inform decision-making, evaluate the effectiveness of maintenance strategies, and report progress to stakeholders and the public.

Responsibilities

1. Supervise the planning and execution of routine, recurrent and periodic maintenance based on priorities;
2. Prepare regular reports to management on annual road maintenance actions Plans and their implementation;
3. Ensure that standard documents for maintenance works are provided and maintained;
4. Manage and monitor the execution of large-scale maintenance works using the approved contracting system;
5. Review, amend and recommend proposals on different interventions and designs for maintenance and upgrading of national and urban roads network;
6. Review, and report the physical work implementations;
7. Take overall responsibility for planning, developing and managing appropriate emergency response system on National and urban road network;
8. Ensure maintaining inventories of resources and equipment for emergency response works;
9. Provide technical support in inspection of critical facilities for emergency work coordination;
10. Supervise and guide in determining condition, status of Public Works resources; and identifying incident sites requiring Public Works services;
11. Provide guidance in determining present and future need for Public Works resources to support; and
12. Ensure a good collaboration with private sector;
13. Ensure that road audits on the geometric features are carried out in the entire network including drainage channels, road furniture, bus bays, bridges location, and necessary other parameters which impact on the traffic comfort and safety;
14. Prepare technical classification of road geometry in terms of type and function;
15. Identification of existing road network surveying information (national road; paved and unpaved) including the source and location of the borrow pits and stone quarries along the road network;
16. Provide technical support in the preparation of bidding documents for urban transport projects;
17. Review and approve Interim Payment Certificates submitted to RTDA for payment and keep updated database of disbursements as well as projections/cash flows up to the end of the project;
18. Taking part in the elaboration of the strategic plan of the urban transport service sector;
19. Prepare and update work plans and budgets as well as cash flows to guide implementation in line with specific master plans for concerned cities as well as green urban development goals and ensure integrated approach during implementation phase; and project under his responsibility.
