Transport Services and Asset Management

Transport Services and Asset Management Division is a division where all aspects concerning road and transport assets management and their economic values are developed. It also caters to the development of traffic management and public transport services as well as ensuring road safety and axle load control on Rwandan road network. This also impact not only road transport but also waterways, railways, and cable cars transport systems and provision of all information related to them.

Objectives:

  1. To collect, process and use statistical data on the national road network, railways, cable cars and waterways;
  2. To put in place, follow up and monitor the operation of weigh-bridges on national roads, railways, cable cars and waterways;
  3. To advise on the development of the modes of transportation of people and goods on road and waterways;
  4. To put in place any other required road safety facilities in connection with the transportation of people and goods by roads, railways, cable cars and waterways;

Responsibilities

  1. Manage the flow and population of the Road Asset Management System (RAMS)
  2. Collect, enter and analyze data for conducted condition survey
  3. Assessing transport infrastructure asset values and efficiently advise on transport interventions to reduce depreciation of assets and transportation cost for both goods and passengers
  4. Conduct traffic counts with origin and destination for road networks;
  5. Perform prioritization and budgeting for interventions on transport assets including construction, rehabilitation and maintenance to keep them at optimum economic value while minimizing the transportation cost
  6. Planning, promoting, providing, coordinating and managing public transport infrastructure and service in Rwanda
  7. Plan and guide the operation of the passenger transport network, including bus and other mass transit services, and the regulation of the state’s taxi industry
  8. Develop, implement and evaluate mechanisms to support achievement of Public Transport Service (PTS) performance objectives;
  9. Carrying out data collection, analysis for developing annual or rolling IWT maintenance management programs;
  10. Provide technical advice and perform field investigation of IWT performance using non-destructive
  11. Using IWT Maintenance Management System provide an annual prioritized program for the national network and all Districts IWTs in Rwanda;
     
  12. Provision of all technical aspects of planning and design of railway and cable cars infrastructure including track, station, bridges, platforms and other infrastructures.
  13. Supervise and coordinate travel demand forecasting and traffic network assignment analysis; connectivity, accessibility and mobility analysis of the road network;
  14. Prepare and development of concepts for intelligent transport systems, operating intelligent transport management and automatic vehicle actuated signal control systems;
  15. Supervise and monitor the development and management of a transport database;
  16. Following up and monitoring the issues related to road safety on Rwandan Road network;
  17. Identify and develop road safety database for network management system;
  18. Collect axle load and traffic data analysis and report for overload control and management;
  19. Monitor and control the movement of goods across all the borders in the Rwanda through enforcing compliance with the relevant legislation pertaining to overload control at borders;
