Quality Control and Research Unit - National Laboratory of Public Works (NLPW)

The National Laboratory of Public Works (NLPW) is a Quality Control and Research Unit of Rwanda Transport Development Agency (RTDA) responsible for providing quality testing services and support quality control and assurance of the highway and building materials. The NLPW provides support on materials testing for the RTDA projects and any customer requesting lab analysis under the scope of testing. The lab is certified and conforms to ISO/IEC Standard 17025 Standard.

Objectives

  • Consistently provide quality testing services that conform to customer and regulatory requirements.
  • Ensure that all personnel are competent and qualified for the tasks they perform, and that all personnel familiarize themselves with quality system documentation in order to implement the policies and procedures in their work.
  • Professionally and effectively perform testing services to produce accurate and precise results.
  • Consistently comply with ISO 17025 to ensure quality testing services, and to continually improve the effectiveness of the Quality Management System.
  • Verify that the laboratory equipment (apparatus, tools …etc) allow the required tests accuracy

Responsibilities

  • Promote in-house Research and Experimental Development in order to ensure regular updating of specifications
  • Develop means to promote compliance with quality control plans, materials, test procedures, specifications and work methodologies with national and international Standards/manuals/guidelines as well as projects technical specifications;
  • Sampling & conducting tests on construction materials;
  • Provide technical guidance to agency engineers, technicians as well as other stakeholders on quality control and assurance
  • Enforce compliance of quality control plans, materials, test procedures, specifications and work methodologies with the national and International Standards/manuals/guidelines as well as projects technical specifications;
  • Identify & Providing advice on construction materials and practices to assure smooth implementation of the projects undertaken by RTDA
  • Partner with Academic Institution in research related to transport development ( MoU between RTDA and UR/CST)
  • Establish The National Laboratory of Public Works (NLPW) is committed to a policy of providing exemplary services with respect to performing accurate testing and analysis of soils, concrete and asphalt samples.
  • The NLPW provides support on materials testing for the RTDA projects and any customer requesting lab analysis under the scope of testing. The lab is certified and conforms to ISO/IEC Standard 17025 Standard.
